Neil Rombardo is an experienced Nevada attorney and trusted legal advisor with nearly thirty years of experience serving public agencies, educational institutions, and organizations navigating complex legal and operational challenges. He founded Rombardo Legal Services LLC in close partnership with Reno-based Elite Investigations Northern Nevada to provide practical, strategic counsel that helps clients move forward with confidence and clarity.
Neil’s work is guided by a commitment to integrity, and a belief that effective legal counsel should reduce confusion, not create it. Clients rely on him for his ability to listen carefully, understand context quickly, and deliver recommendations that are both legally sound and practically achievable.
Throughout his career, Neil Rombardo has held senior legal and leadership roles requiring accountability, sound judgment, and clear communication in high‑stakes environments. His extensive public sector background provides him with a deep understanding of the pressures faced by boards, executives, and organizational leaders.
Most recently, Neil served for more than a decade as Chief General Counsel for the Washoe County School District, where he managed the Office of General Counsel, the Division of Compliance, and the Division of Administrative Investigations. In that role, he advised the Board of Trustees and executive leadership, provided district‑wide legal guidance and training, and oversaw investigations into employee misconduct. His work supported the District’s mission to graduate every student college‑ and career‑ready while managing risk across one of Nevada’s largest public institutions.

Earlier in his career, Neil Rombardo served as District Attorney and City Attorney for Carson City, where he was General Counsel to the City, Board of Supervisors, and elected officials, supervised a multidisciplinary legal team, and managed a multimillion‑dollar budget. He advised on land use, redevelopment, labor and employment law, public works, and open meeting law, while also serving as the City’s chief law enforcement officer. His tenure included litigation of landmark cases, prosecution of complex criminal matters, and development of legal strategies to manage organizational risk.
Neil Rombardo also served as a Senior Deputy Attorney General for the State of Nevada, enforcing and shaping Nevada’s Open Meeting Law, advising state and local governments, drafting Attorney General Opinions, and prosecuting public integrity, securities fraud, and deceptive trade practice cases. He later served as Senior Attorney for the Nevada Department of Employment, Training, and Rehabilitation, managing a large administrative and civil caseload, including appeals to the Nevada Supreme Court.
In addition to his legal practice, Neil has served as an Adjunct Professor at both the University of Nevada, Reno and Western Nevada Community College. At UNR, he co‑taught Education Law in the Nevada LEADS principal preparation program, helping prepare future school leaders to navigate the legal realities of educational administration. His teaching reflects his long‑standing commitment to mentorship, leadership development, and clear communication.
Neil Rombardo is deeply committed to strengthening the Northern Nevada community through service and engagement. He serves on the Board of the First Tee, supporting youth development through character‑based golf programs. He also volunteers with STEP2, an organization dedicated to helping women and families affected by substance use disorders.
In addition, Neil regularly serves as a judge for mock trial competitions, encouraging students to develop confidence, advocacy skills, and respect for the legal process. These roles reflect his belief in leadership, community involvement, and investing in the people and institutions he serves.
